Persecution

U.S. immigration law does not explicitly define persecution. However, persecution can be understood as grave threats to the life and freedom of an individual, or the infliction of serious suffering or harm. Persecution must be based upon the membership of a group, such as racial, ethnic, political, or social groups. Persecution does not have to be inflicted by the government. It can be inflicted by extra-governmental organizations, as well.
